All of these dry powdered neon colors are FDA approved for use in cosmetics. Neon colorants are generally safe when used at up to 5% of total ingredients or about 0.8 ounce per pound of oils. Use less for softer, muted pastel color and more for richer, deep dark color. Excessive amounts of colorant may cause staining. Finished soap should produce white lather; if color is evident in lather, then too much colorant was used.
